MORGAN COUNTY PUBLIC NOTICE –
REQUEST FOR SITING APPROVAL PERMIT FOR WIND ENERGY CONVERSION SYSTEM
To Whom It May Concern:
PUBLIC NOTICE is hereby given to all persons that a public hearing will be held on August 11, 2020 at 5:30 p.m. in the Morgan County Courthouse, located at 300 West State Street in Jacksonville, Illinois, on the application of Lincoln Land Wind, LLC, a Delaware Limited Liability Company, for a Siting Approval Permit for the following purpose:
To allow the construction and operation of a wind energy conversion system (wind farm). The wind farm consists of meteorological towers, wind turbines, collector lines, a project substation, access roads, an operations and maintenance building and related appurtenances. The Application and Plans are available for inspection at: http://morgancounty-il.com/open-government/other-reports-documents/.
The property for which the Siting Approval Permit is requested consists of the following parcels, each of which is described by legal description, assessor's reference, property parcel number, street address, if any, and reference to well known landmark, highway, road, thoroughfare or intersection.
The Petitioner/Applicant, Lincoln Land Wind, LLC, is acting for itself. It is a Limited Liability Company organized under the laws of the state of Delaware, with offices at 310 4th Street N.E., Suite 300, Charlottesville, Virginia 22902. The sole member and manager of Lincoln Land Wind, LLC is Apex GCL, LLC , 310 4th Street, NE, Suite 300, Charlottesville, Virginia 22902.
All persons interested are invited to attend said hearing and be heard. This public hearing will be held using the Zoom on-line platform and limited capacity seating for the public in the Morgan County Courthouse Courtroom will be available on a first come basis. A link to join the meeting will be posted to https://morgancounty.com/meetings2020 at least 2 hours before the hearing. This page also has more information on Zoom.
Public comments may be submitted to the County Board by leaving a hard copy at the Courthouse in the drop box or via email to firstname.lastname@example.org by 3:00 p.m. on Tuesday, August 11, 2020. Public comment will also be allowed during the public comment portion of the meeting, using the "raise hand" function in the Zoom app.
Individuals with disabilities who plan to attend this meeting and who require accommodations in order to allow them to observe and participate, or who have questions regarding accessibility of the meeting or facilities, are requested to contact Dusty Douglas at 217-243-9404, extension 103.
Meeting rooms at the Courthouse are open on a limited capacity basis to the public. Physical attendance at this public hearing is limited to the lesser of 50 individuals or 50% capacity
of the room, with County officials, staff, the applicant and its consultants having priority over members of the public. Social distancing regulations will apply to all seating within the Courtroom.
The above public meeting restrictions are authorized by the Illinois Governor’s directive of no more than 50 persons, or 50% capacity of the room, in attendance at a group meeting as set forth in the Illinois Gubernatorial Disaster Proclamation dated June 26, 2020, and Executive Order 2020-43 implementing Phase 4 of the "Restore Illinois" Plan and Executive Order 2020-44 relating to the COVID-19 pandemic.
